Harnessing Administrative Data for Census: Assessing Readiness with SATRAC, #UN56SC side event

The Economic and Social Commission for Asia and the Pacific (ESCAP) has introduced a self-assessment tool designed to help countries leverage administrative data for census purposes.  The Self-Assessment Tool on Readiness to Use Administrative Data for Census (SATRAC), initially developed in April 2023, was launched during a virtual side event at the 56th session of the United Nations Statistical Commission in February 2025.

SATRAC's development has been shaped by contributions from countries and international organizations through various events and online global consultation. The launch event featured a panel discussion with global experts who shared their knowledge and experiences on using administrative data in censuses and discussed how SATRAC can support this process.

Discussions during the event explored the potential of administrative data for census, while also acknowledging the challenges involved.  While administrative data offers promising solutions, its implementation requires careful consideration due to complexities. Experts highlighted that successful approaches in one country may not be suitable elsewhere.  Factors such as legal framework, coordination and collaboration mechanisms across the national statistical systems, technical capacity, and privacy and data security were identified as crucial considerations.

A combination of robust governance, sufficient technical capacity, and trust-building among stakeholders will be essential to fully realize the potential of administrative data in official statistics.
